This new rule was introduced by Excel Parking Services in the UK to stop people from using car parks as pick-up areas. Access to the car park is monitored by ANPR cameras. The time is recorded from the vehicle entering the route till it exits.
Since 2021, a woman named Robinson has paid 67 fines of £170 (Rs 18,000) each. She says she always pays to park the car. However, according to this new traffic rule, customers must purchase their ticket within five minutes of arrival. There is no internet connectivity inside the car park. So she could not pay the parking ticket.
